Qatar Government needs to send an official letter to 'btcqa@coinsgov.org' to apply for transaferring ownership of the reserved coins. The letter should include a Qatar Government controlled BTCQA address. After verified and coins transfered, the letter and the adddress will be published here.

Bitcoin Qatar ("BTCQA") is a decentralized cryptocurrency with large percentage of mined coins reserved for Qatar Government to claim and hold.
Based on Bitcoin Core, Bitcoin Qatar has the same level of code security as Bitcoin.
